In a skillet over medium high heat, begin browning the beef in the sesame oiled pan; halfway through, add the carrots, garlic and pepper, cook for about 3-4 mins until meat is cooked through and veggies have become tender
Mix ginger, soy sauce, sriracha, rice vinegar & brown sugar together in a small bowl and add it to beef. Create slurry with the cornstarch and water and add that to the pan as well.
Cook for about 3 more minutes until sauce has thickened
If desired, serve over warm rice, or rice served in lettuce wraps. Garnish with green onion & sesame seeds
